ONE STATE ONE RIVER PROGRAM

DEPARTMENT OF IRRIGATION AND DRAINAGE MALAYSIA

 1.         PAPER OBJECTIVE

 River is  a country assets and can makes a big  disaster because of human  careless and natural  occurrence if not accomplished management. There for, existence of One State One River Program for enactive the river is a valuable asset and achieve department objective like writhed below ;

          I.     Make sure the river is clean, alive and valuable and attain  II class water quality in 2015. 

       II.     Make the river and around it as natural recreational area.

      III.      Make sure the river free from flood and rubbish.

  This paper head for to inform about concept and program  execution for make sure eco-system and river area protect and maintains. 

 2.                  BACKGROUND.

 2.1             Issue & Problem

 Country quick development and urbanisation have been change land use for accommodate economy activities, social facilities and more related insfratructure.Changing of land use have been expose river for many pressure and river cannot support it.

 It have situation there ispriblems among river like flood, water pollution, low water source, erotion of river buttom and institution problem.

 The known problem is;

 a.               Land development like logging, agriculture, housing area, industirial, business, and etc.

b.                 Rubbish, domestic waste from housing area and more.

c.                Chemical waste from industrial and agriculture area along with not complete tending from wash.

d.                 Slaughter residue and animal filth.

e.                 Transport  oil waste from workshop.

f.                    Waste from shop ,market and restaurant.

g.                  Invasion of reserve river with many actvity.

h.                Mining activities (sand,gold and many more)

One State One River Program is for changing river conditions from dirty to clean river like bellow figure;

4.                  PROGRAM EXECUTION   

4.1             Execution Strategy 

To make sure this program work clean , smooth and  achieve its objective, some  determination for matter what suppose change and how to change have to  explain more detail to overcome any  future challenger.

Furthermore, execution strategy which highlighted have to assume measurement control guidelines from integrated  river boundary management (IRBM), which is, it is a method to be a good management. and use preventive measure, curative measure and management method.

 5       CHOOSING CRITERIA 

 One State One River Program have presupposed to every state have to choose one river to recover. The coosen factor is based on limited staff resources in every state and level of expert.

 The main criteria for choosing is to choose one polluted river in that state and have to get deal from state goverment.

 6.                 CONCLUSION

River is one of country asset that priceless and have to look after seriously. If the river have good manage, its can create economy to our country. Therefor, this river's recover and management have to do always for perfection to the river's regim and around it.

River's management with intergrated and involving all society and 'stakeholders' is one  main focus through the objective.

Connection between quantity, quality and environment, especially nature, have to importance and balance in management and development process.
